US Budget Reconciliation Bill AI Regulation Ban Cheat Sheet

THERE IS A SECTION IN THE BUDGET RECONCILIATION BILL THAT WOULD BAN ANY REGULATION BY STATES ON AI FOR THE NEXT 10 YEARS!!
Please call your senators NOW and tell them to get this section out of the bill! This will take you 5 minutes, and this sheet has all the info you need to help you through it.
1.- FIND OUT WHO TO CALL – to find out who to call and get their contact info:
- Go to 5calls.org
- Click “Stop the State AI Regulation Ban in the Budget Reconciliation Bill” issue
- Set location by zip code
- It will take you to another page with some info on the issue
- Scroll down just a little for the contacts of your 2 senators

2.- WHEN YOU CALL:
- You will either get to talk to a staffer or leave a voicemail.
- They will likely ask for your name, zip code, and phone number.
3.- SIMPLE SCRIPT IDEAS – if you don’t know what to say. Use one of these or make your own:
1.- “I’m a constituent in the congressperson’s district. Al regulation is life or death for a lot of the congressperson’s constituents in creative industries, please make sure the section in the budget reconciliation bill banning Al regulation: TITLE IV – ENERGY AND COMMERCE (Part 2: Artificial Intelligence Section, (c) moratorium) – does not pass.”
2.- “Studies show that AI may eliminate many middle class jobs in the next few years. Removing the ability to regulate AI at a state level would reduce lawmakers ability to put reasonable rules in place to help prevent this. If we eliminate all AI regulation, we would destroy protections for things like deepfakes, non-consensual AI generated sexual material, AI insurance denials, AI-driven employment discrimination and more. Please make sure the section in the budget reconciliation bill banning Al regulation: TITLE IV – ENERGY AND COMMERCE (Part 2: Artificial Intelligence Section, (c) moratorium) – does not pass.”
3.- “I’m calling to urge you to oppose a provision in the recent Budget Reconciliation Bill that bans all state-based AI regulation for 10 years: TITLE IV – ENERGY AND COMMERCE (Part 2: Artificial Intelligence Section, (c) moratorium). This provision is a gift to Big Tech, giving them everything they want: no rules, no accountability, total control, and billions in profit. The harms of AI are real and documented, and target all of us: left and right, young and old, all over the nation. Our elected lawmakers at all levels must have the ability to put reasonable, common sense rules in place to govern the industry, as they have done with other industries that impact all parts of our everyday lives. This provision prohibits that, effectively giving Big Tech a free ride. Please oppose the 10-year AI regulation ban.”

5.- IF YOU DON’T LIKE TALKING ON THE PHONE – Calling your rep and senators is the preferred option, but if you aren’t comfortable with that, emailing them is the next best thing. Use all of the above steps to get your congressperson’s email address and feel free to use one of our scripts as your email.
6.- LET YOUR FRIENDS AND FAMILY KNOW – Once you are done, please tell your friends and family to call as well! Sensible regulation on AI is not really a left or right issue, and AI regulation has already been passed in both red and blue states. So please reach out, regardless of where you or your friends and family are in the country.

Here’s what I said:

I’m calling to urge Rep. __ oppose the budget reconciliation bill and its harmful cuts to vital government programs and specifically an addition that was shoved into the bill that would cause immense harm to everyone regarding data ownership and privacy. It’s about the removal of all guardrails to the development and implementation to artificial intelligence by the states.

TITLE 3—ENERGY AND
COMMERCE (Part II: AI section, (c) moratorium)
“no State or political subdivision thereof may enforce any law or regulation regulating artifi8 cial intelligence models, artificial intelligence systems, or automated decision systems during the 10 year period beginning on the date of the enactment 11 of this Act.”
It essentially outlines the complete free, unrestricted reign of ai and it’s developers to do whatever they want with people’s data, to use in programs without people knowing, and make it incredibly difficult if not impossible to sue for damages caused by such ai systems. AI and the harm it can do if left unchecked is unimaginable in scope.
States deserve the right to restrict technology that is both harmful to data privacy, data ownership and poses environmental risks as well.
